ABC Libraries receives funding from 3 major sources: City and County General Funds, General Obligation (GO) Bonds, and The Friends for the Public Library. In addition, funding is sometimes received via grants and memorial donations.

The City of Albuquerque and Bernalillo County include library operating expenses in their budgets. The City budget is proposed by the Mayor, amended and voted on by City Councilors, and approved by the Mayor. The County Budget is approved by the County Commissioners.

General Obligation Bonds which must be approved by voters are used to pay for the purchase of materials, library automation, new buildings, and building renovation. The amount to be included in the library bonds is determined by State Senators and Representatives for State GO Bonds; County Commissioners for County GO Bonds; and City Councilors for City GO Bonds.

The Friends for the Public Library are volunteers who pay dues to belong to the organization and who raise money for Library needs through used book sales and other fund raising activities.

Grants are applied for by Library staff; members of the public occasionally designate memorial gifts for Library use

Daily Operations (salaries, utilities, supplies, repairs) for 14 libraries

Bernalillo County General Fund

Daily Operations (salaries, utilities, supplies, repairs) for 3 libraries

General Obligation Bond Funds

All Library Materials

All Library Automation hardware & software

Building & Renovation

Friends for the Public Library

All Library Programming-including the Summer Reading Program Including the Summer Reading Program

Staff Training

Professional Conferences

Volunteer Recognition


State Grants have covered small projects such as Teen Areas as well as larger renovation projects.
